Phyllis Ann Frazer, 58, of Portland, died Friday, March 20, 2026 at the St. Vincent Infirmary Medical Center in Little Rock. Phyllis was born October 24, 1967 in Lake Village, a resident of Portland for the past 40 years and a former resident of Crossett. She invested countless hours into continuing her education and after she graduated from Crossett High School in 1986, she received a Bachelor's Degree in Elementary Education from the University of Arkansas at Monticello and then her Master's Degree in Business Technology from the University of Central Arkansas. Phyllis loved a challenge when it came to knowledge that led her to her first year of teaching at the Montrose Academy and then with the Hamburg School District for 29 1/2 years. She was a member of the Mount Pleasant Baptist Church. Phyllis was a Certified Firefighter and proudly served with the Portland Volunteer Fire Department for many years. She enjoyed her "me" time on the river and lake fronts, either relaxing, fishing or more often, reading a book. She absolutely loved listening to music and watching chic flicks, beach trips with her best friend and family, cooking outside and hunting. Most of all, she cherished spending time with her family, her grandchildren and her friends, with an unprecedented love.
She is preceded in death by her father, Jimmie Owens; her father-in-law, William "Bill" Frazer and her maternal grandparents, Coleman and Bernice Matthews.
She is survived by her husband of 40 years, Thomas Frazer of Portland; two daughters, Allyson Carter and her husband, Robert, of Hamburg and Adrianna Pennington and her partner, Janice Williams, of Portland; her mother, Barbara Owens of Hector; her mother-in-law, Novilla Frazer of Portland; her brother, Matt Owens and his wife, Kathy, of Hector; her sister, Ila Ward and her husband, Dewey, of Crossett; eight grandchildren, Frazer Carter, Mckenzi Carter, Kori-Jean Carter, Wyatt Carter, Ayden Carter, James Pennington, Thomas "Luke" Pennington and Tyler Pennington and her "bestest" and closest friend, Teresa Lawson of Portland.
A graveside service will be held at 2 p.m., Monday, March 23, 2026 in the Portland Cemetery with Bro. Charles Fricke officiating. Pallbearers are Jerad Selby, Robert Carter, Donald Matthews, William Lassiter, Heather Tanksley-Carter and Dewey Ward. Honorary pallbearers are Frazer Carter, James Pennington, Thomas "Luke" Pennington, Wyatt Carter and Matthew Lawson.
