Billy E. Scroggins, 89, of Monticello, died Monday, May 22, 2023, at his home, surrounded by his loving family. He loved the Lord, was a good Christian man, and was a member of the Hot Springs Baptist Church. He loved his wife, children, and grandchildren and enjoyed talking and learning about the Lord.
